65-66 instrument cluster

I'm having trouble with all guages pegged full range. I was told that a 66 instrument cluster was installed in this car.Does the 66 use same pulse modulated 5volt signal?  I'm measuring 5volts but don't know if  the regulator is 65 or 66.
