Question #1: Where does one even begin to find a place that will re-chrome the plastic pieces? I believe it is some kind of vacuum process other then that I need a lot of schooling on it.
Question #2: After this process is done what kind of paint? should be used to color back in the parts that were blacked out? How is the best way to do this? What color paint would be the most accurate to use?
Just for your information I am working on a '66 Fairlane.

I have a 67 Fairlane and have some similar issues. Unfortunately, I don't have anymore info.

There's others I'm sure, Mr. Gs just seems to stick in my head. You can also check Hemmings Motor News and find a bunch. Glad to be of some help.
