I'm assuming this truck has intermittent wipers? If so it is usually a separate module (under the dash, oftern with a sticker that says fragile/do not drop). It's possible the voltage, even on low or high speeds, still passes through the intermittent wiper module and the issue is in the module? I'd also check for good solid grounds. Often the wiper motor is case grounded and there could be an issue with not enough grounding going on. Try running a decent ground wire from one of the motor's mounting bolts to a fender bolt, engine block bolt, or even right to the battery negative terminal and see if it helps...
