If I go to fill the gas tank I can not pull the fuel nozzle trigger more than 1/4 of the way it kicks off. I used a cable camera and there are no obstructions in the line. I asked the Ford dealer they say it is normal due to the type of tank. Does everyone have this issue?

Try rotating the nozzle a bit. My wife's Explorer Sport Trac does it sometimes and if I move the bottom of the fuel filler handle from 6 0'clock to say 4 o'clock (rotate it counter clockwise) it fills much easier without clicking off.
Also try a different station/brand. I know around here some of the BP stations have changed their nozzles and click off much easier (more sensitive)...

has the fuel tank been out of the car before????? is it possible that the filler neck has been bent???? modified... cut off...
here is a picture of it
http://www.forddirectonline.com/schematics/J/JC99740.gif
seems the filler neck is the same from 99 to 2004 models...
the last ford i had a fill problem.. some low life tech had taken the easy way... and cut off part of the filler neck...
the neck consists of two tubes... one inside the other.. the fuel flows into the inner tube... the vapors flow back through the outer tube and when the tank is close to being filled... this vent squirts gas at the nozzle tip and trips the nozzle.
they can also get bent... get flattened... get clogged .. just go bad enough to drive you nuts..
i have not examined this exact version.. but some have a check ball in the end to prevent gas from rushing out during a turn...
