Why would a window only roll half way up?  Thanks

a few reasons...

the arms are either bent or Interlocked... so it cannot go farther up...

somebody put a SPEAKER in the way.. or used LONG long bolts to fasten the speaker into the door..

the window track rubber has slid out of position and jammed...

the door latch levers have become unhooked and fallen across the window and are jamming in a bad way...

does the handle continue spinning.. or clunking as the drive gear teeth slip...

if the handle is really wobbly.. you may have an issue with an extremely worn window regulator..

warning... if your handle shaft wobbles...  use extreme care when removing the regulator from the door...  if the 3 rivets that hold the retaining cap on over the winding crank come off.. the regulator and swing like a ninja and remove body parts like fingers..

replacement rollers are easily installed on mustang window regulators..
